A bit misleading.
Any factory has production limits... the article is referring to the factories reaching those limits... and that the new factories already planed for are not yet up and pumping out product.
Even if 10 times the number of batteries Toyota buys were offered to them... their current Prius production facility in Japan is already operating at maximum and could not produce any more per year than it is now.... Batteries are not holding up their production.
