A P1447 error will not stop the car from charging the 12V battery. It's more of an informational error. It's saying "this HV battery is useless and I'm not going to try to charge or use it". A P1449 error will shut down the DC-DC converter because it cannot safely dissipate the heat (a cell is overheating).
