Then again if it is a 1999 Insight, the rubber in the tyres would have pretty much dried out / perished over the 12 years and a sensible previous owner might have already replaced them.

Sorry, Citrus S., but I forgot to reply to this. Yes, the tyres are non-original: the seller said that the Bridgies had had loads of tread left but the sidewalls had perishing great cracks in 'em i.e. MoT-fail, and Not A Good Idea If You Value Your Life.
I just feel that the stated mileage is right.
