Default 86 mpg chip for I1?

Check out this Ebay auction for an I1.
Honda : Insight:eBay Motors (item 230384047042 end time Oct-12-09 17:47:56 PDT)
Seller says the car gets 53mpg according to the dash but "you can get a chip that raises that to 86mpg".
I wrote and asked him where he got that hooey and his response was "thats what i was told at honda thanks sam".
There are so many clueless maroons out there! Wouldn't surprise if he was told at honda. The Honda salesman who sold me mine had never seen one before.
Claims "Vehicle does NOT have an existing warranty" when it is eligible for the extended IMA warranty.
Except for the dirty dash display it looks like a pretty clean car and has AC.

Looks pretty good to me at first glace, at the $4,900 that it's at right now is a good price for the mileage IMO. He would probably average better than the 53mpg if that front passenger tire had more than 20 PSI of air in it. :P If it was within a decent distance from me I would probably be on my way to test drive it and inspect it closely, but Florida is quite the distance for me to make a trip to inspect it, buy, and drive it back. I'm still a little confused how the logistics work of a state-to-state sale, I did a search on it and was still a little confused as to where things go, how it goes down, and how it all gets taxed.

I'd be looking at it for my boy if closer. Bought a car in Missouri and swear I paid the tax to Kansas when I registered it here.

there isn't anything extra to do for out of state purchases. i purchased my insight from NJ and i live in NY. I just filled out an extra form for emissions since it was a 96+ car and that was it.
