They are OEM parts but they are not a complete set of "underbelly" panels.

The two parts (left and right) shown in the lower picture are the rubber parts that go in front of each wheel (underneath the bumper) called "strakes" or air dams.

The metal part is part of the under belly panels.

However, the two upper peices are not the two plastic panels that go underneath the car. In fact, they are the plastic panels that go in the inner wheel well (on the sides) are as shown here:

Honda Automotive Parts

They are numbers 11 and 16 (even the part price matches what is listed in the ebay ad).

The underneath plastic panels are number 12 and 17 for the typical reference to underbelly panels.

I am looking for a complete set of the metal and two plastic pieces that go underneath the car for my red Insight. Too bad this is not it...

I stand corrected, JoeCVT you are correct it is not every panel under the car. I was under the assumption this was what most people referred to as the underbelly. The two panels you refer to are under the middle of the car. Perhaps I should have been more specific, these are all of the panels under the front of the car near the engine. It does not include the two panels towards the middle of the car. I did however list all of the appropriate part numbers to avoid any possible confusion.
