I'm not sure about the compliance certificate, but I suspect that you have a whelk's chance in a supernova of getting congestion charge exemption with a car imported from outside the EU as it's been certified using different rules, drive cycle, etc. Ditto with free road tax.

The bit that I think is particularly annoying is that Euro IV diesel cars are allowed to pump out a great deal more NOx and particles then a Euro III petrol, and this new policy will just encourage more diesel vehicles into London where the air is filthy enough already.

I've already had the whelk/supernova phenomenon experience with road tax. It would have been a nice 'thank you' from the government but the reason I bought the Insight was for the high mpg/low emissions on a personal level anyway. The fact that it is a superb car in its own right is a bonus. C'est la vie. . .

The new congestion charging rules have set off quite a few discussions elsewhere; at least it has further raised peoples awareness of 'efficient' cars. The attached links are quite useful lists of high-ish MPG / low CO2 cars available in the UK:

new york/new jersey tolls 1/3 cheaper for hybrids with "green ezpass"

new york has been talking about congestion charges for a while, it would be amazing if we could eliminate all but trucking, and hybrid city buses.
