California smog check for the Insight?

I did a Google search and came across threads from Prius, Insight, and other hybrid forums that mention that California will institute smog checks for hybrids beginning Jan. 2010. Then I go the CA's DMV and Bureau of Automotive Repair (BAR), and this is what they have to say:

I don't see any date on either site to confirm if the exemption for hybrids is still in effect.

The BAR says hybrids are exempt when you buy/sell a car. Does this mean ine will have to smog when it comes time to renew?

I bought mine less than a week ago and it didn't require smog when DMV was transferring title.

Just paid the registration on my MY2000 last week, never had to smog it.
