Default severed mystery wire

Can someone tell me what this wire is or what it once connected to? I don't see another wire that looks like it goes with this one here.

It's the one with a red arrow pointing at it.

Also, to the left are three green arrows pointing at the visible edge of the head gasket. Is it normal to see oil just at the "seam"? It doesn't appear to be leaking down. If I put a white towel on it, I will get a line of oil stain from just the HG edge. Is this normal? I recently changed the HG and don't know if it was like that before. Just seeing any oil is unnerving.

I edited it to try and make it work but couldn't.

You could upload the image to this site which may be easier.

Photobucket is blocked in quite a few areas/workplaces.

I could see the image, but now its replaced with a link. You can try tinypic.com

as for the wire, I just looked at mine, and there is a white line on mine too. But its not a wire, its just some dried white liquid gasket hanging out. Pull that "wire" and see if its just white dried gasket residue..

Hmmm, I guess I shouldn't say wire. It looks more like the plastic casing that insulates a wire. I really don't see any actual wire. It just looks awfully like some insulated wire and not dried residual liquid gasket, which for the most part look formless. This just looks like wire insulation.
