Default DC-DC Conversion with Key Off

Does the DC-DC converter charge the 12 volt battery when the key is off. Saw some strange signs that it does, but thought it didn't.

From what I've read in the manual, I'd say no. Off is off. In fact, if you turn the key to I, you can see the battery light come on, meaning it's not being charged. I'd guess it wouldn't be charged while it was off, too.

The HV contactor must be engaged for the DC-DC to draw current from the battery. Strike 1.

If the HV contactor is not engaged, the engine must be running to supply current from the IMA motor. Strike 2.

And finally, if the ignition isn't on, the DC-DC has no 12V power of its own, and thus cannot power up. Strike 3.

So in short, no.

Yep, inquiring minds like to know.

It wasn't an academic question. I thought I had seen a case where a dome light was left on and both 12v and IMA batteries were discharged. Must have been wrong.

Like Eli says, three strikes - you OUT!
