There are two surveys through which people can report repairs. There's the main reliability, which provides data for the statistics.
Then there's a second survey for people who want to report on cars not yet in the main survey, older repairs, maintenance, mods, or whatever else they want to post that cannot be reported through the main survey. Responses to this survey are NOT included in the analysis.
The "bogus" responses you note were made using the second survey, and so have no impact at all on the analysis.

Car reliability, real-world gas mileage, and price comparison information
Starting this month we have a new question to measure, as objectively as possible, the severity of a problem. Many people have been asking for reliability stats that weight problems by how severe they are, and once we have enough responses with the revised survey we'll start providing this.
Also this month: updated reliability stats.
As always, the more owners participate, the better the information we can provide to everyone.
We've updated Car Reliability Survey results for the Honda Insight to include owner experiences through September 30, 2010. Other sources of car reliability information won't cover the months since April until the summer or even fall of next years.
With 18 repair trips per 100 vehicles per year, the 2010 Insight remains clearly better than average.

Come on Insight II owners, if you think you Insight is so good, sign up for it! Prius owners seem to have no problems signing up!
Prius sales outnumber I2 sales by at least 5 to 1 so you should have about 5 times more Prius data.
