Does I2 burn fuel when it restarts while stopped?

I'm curious... While stopped... when the motor kicks in after a few seconds (but still stopped) does the display show it is burning fuel or is the battery spinning the motor just to turn the AC compressor?

It is most definitely wasting fuel when this happens. To prevent this, one must shut down the climate control prior to stopping.
