They are probably looking for alternative fuel sources instead of gas hybrid. AT PZEV doesn't mean as much as it used to.

Only electric or near zero emission vehicles (like some CNG cars) qualify now

Looks like plug-in hybrids do too. Regular hybrids aren't special anymore.

Currently, no plug-in hybrid qualifies for the carpool either as the Volt is still not CARB compliant and the prius plug-in is not being sold yet. However, starting later in 2012 the AT-PZEV prius plug in should qualify for the carpool and GM has announced they will start selling a CARB compliant VOLT as well later in 2012 that should qualify.
