Default Safeing Airbags

2011 Insight...... I want to take out the front seat to flip the brackets and get more legroom. What is the safeing procedure for the airbag in the seat? If I disconnet the wires to the seat and let it sit for 10 minutes to allow the capacitor to discharge, is that adequate.

Or do I need to disconnect the under hood battery or the high voltage battery?

Don't know what Honda recommends and since it's a hybrid you are right to worry about making sure the SRS system gets no power.
Look for the main fuse ("airbag", "SRS" if labeled) and remove it. It wouldn't hurt to disconnect the 12v battery and the main switch on the IMA. (not sure if 2011's have switch like first generation Insights)
Make sure power is off before disconnecting seat cables and also make sure to have seat cables plugged in before powering back up.

Yopu should be fine making sure the key is out of the ignition so the SRS module doesn't get powered up. Do your seat mod. Make sure the SRS cable is plugged back in. If the SRS module doesn't get powered up, it won't see the "fault". You can also go to www.hondatechinfo.com, pay a 3 day subscription, and read the procedures there to be sure what you are getting into.
