The prius 3 has the logic in its system to disable regen braking if the abs or trac sensors are triggered. I am sure the Honda has a similar setup. Since the IMA assist is so variable, I am sure they just hush it so they can predict what the ICE is going to put to the ground.
Also, it seems the Insight has what they call a dead petal.
When I need to pull out in front of semis across 4 lanes I shift to sport, turn off eco and make sure the ICE is running before I go for it.
