Technically, providing a point to plug in and charge the IMA battery makes it a PHEV. Than modification is about an hours work but requires opening the battery box. You can find several threads on here to tell you how. The rest of what you talk about IS possible but not with "minimal modification". Its expensive and takes a minimum of installing a MIMA. Yes and No, it may void your warranty. Yes it can be done to a Civic, but again not "minimal modification" or cheap. And of course it depends on what your definition of "Minimal modification" and expensive are. If you do a MIMA, I think they are over $1000 now. and depending on your expertise you could do it without the MIMA and instead invest time, training, and labor which would further decrease the likelihood it would meet your definition of "minimal modification". The latest MIMA would probably mean it would NOT void the warranty as nothing has to be cut. Oh, BTW, MIMA does not give you PHEV, that is a separate modification. Also, just because you could drive it as pure electric doesnt make it practical....without adding a bunch more battery capacity...again more modifications.
All of the above has been done and can be done by a reasonably competent person that understands HV electrical and electronics and mechanics. But, I repeat, I dont think it fits the definition of "minimal modifications"
