I think that there will be more to it than that. For example, the US model gauge cluster has a blank area on the left hand side (opposite of the IMA light) that would normally lightup with the letters "DRL" if it was a Canadian model with the running lights on. The US model gauge does not have a light bulb in that area AND the DRL letters are not present. I am not sure if that kind of stuff is required for inspection and there may be other issues more involved than just the gauge cluster.
