Default Fuel pump not working

I recently purchased a 2000 Insight from a junkyard. The car was in an accident in 2002 and has not run since. After reassembling the car and replacing obviously damaged components, it will turn over and even idle briefly if fuel is sprayed into the intake, but the fuel pump is not running. Nothing seemed wrong with the pump when it was out to drain the old gas from the tank.

I have read here that the car has an inertial fuel cutoff feature. How would one determine if this is the problem and how can it be reset? Are there any other likely reasons that the fuel pump would not work?

Did you have to replace the ECM or install a different one for any reason or did you have to get a key cut (and not have it programmed to the currently installed ECM)? If so, the keycode needed for the engine imobilization system will not match the key and ECM and will not start the car....It will crank but not deliver fuel.

I never heard of anything that will cut off the fuel (until reset) due to inertia. (If there was something like that, any accident that would deploy the airbags would not be able to start the engine as well.)

I have the original key, and as far as I know the ECM is original. I say as far as I know because it it had some work done in a body shop before the previous owner abandoned the vehicle.

Where is the ECM? I have been unsuccessful at locating it.

Passenger side (floor). Near the front firewall. Lift the carpet and you will see it.
