I am about to blow the car up or take my AK-47 to it. I finally got a laptop with XP on it, then went to the Complete Microchip PIC Solution - PICcircuit.com site and downloaded the software V2.6x or something like that, and it doesnt support my 12F683, as far as I can tell. Have they quit distributing the correct software?
I thought the original software was "self detect" but this one wants me to select a device type and the device isnt listed!!!
Every time I walk from the house to the car (two different computers) up and down 16 steps, I get madder and madder.

Plug the programmer into the BCM Gauge, then plug the programmer into the USB port, then open PICkit.

It does. I made a stupid assumption. I assumed that the 5V connection on pin 5 should match the red line on the ribbon cable and it shouldnt. Once it dawned on me that the red line was pin 1 and I turned the plug around, everything went fine.
