What about the $4000 for the IMA battery?

In general: There no price for the battery in the part catalog at the moment. But as the extended warrenty ends or has ended for some cars what are the prices for it?

From what I've read from other people having their swapped out by the dealer, it seems to depend on the dealer since they like to markup the battery and then tack on a huge labor fee, even when the battery itself is fairly easy to swap for someone who knows how to avoid getting zapped by high voltage.

Battery only. The P1568 is a pair of sticks showing more than 2V lower than the other 8 pairs. The P1449 can also be a low-voltage problem.

What is happening is that one or more cells are self-discharging to fast and draining.

Short of replacing the bad sticks, you could try trickle charging it. It would not eliminate the problem, but would "reset the clock" on it.

There are no regular non-hybrid vehicles out there that can get 70mpg on the highway like an Insight can with the battery bypassed.
