ABS and EPS code meaning

I sure this info has been posted already, so my appoligies in advance.
I have looked for some time to find the explanition for my codes but only found a vauge meaning for 2 of them. Here are the codes:

ABS= 54 and 61

EPS= 23

It sounds mabey like I will need to get an OBDII scanner to get real technical but just some further advice would be nice.
BTW, what scanner is the favorite or best for 1st. Gen Insights?

ABS 54 is Fail safe relay code
ABS 61 is low FSR +B voltage
EPS 23 is a problem with engine speed sensor
How did you get the codes? If buying a code reader be aware most inexpensive code readers will not read anything but engine codes.

Thanks for the help. I found the code by shorting the plug under the dash and counting the flashes on the dash. So, what kind of price is a person looking at for a "good" scanner?
