Question battery fans not coming on

Hi. I'm a noob. But i'm learning quickly thanks to you folks!!! Anyway, my insight was running great put then the battery woould nolonger charge then the ima stoppped working and when I pulled the battery covers off I saw fans. Well these never came on while I was driving. UNLESS they're so quiet no could possible hear them. I energized the fans and they work checked the relays and their fine so my question is:
1) WHAT IS KEEPING THE FANS FROM TURNING ON?
2)what exactly does "SOC" stand for?
P.S. my codes are p1447 and p1449

The fans are very quiet and you cant hear the most of the time.the codes you have are a bad ima module.

SoC = State of Charge

As stated, the fans are quiet, you can't hear them with the IPU cover on.

P1447/9 = bad battery.

It can be reconditioned.
