high pitch hum

hello. i have a 1993 honda prelude. it's been a great car. just started making a high pitch hum on startup. it is continuous while driving and at a stop, with and without giving gas. have been suggested it's the idle air control valve going bad. car also started idling irregularly, up and down up and down which i have read is a problem with the idle air control valve. but this was fixed by adjustments in the gas cap. any ideas... thanks.
