Now that it is dark when I leave for work I have to use my headlights in the morning. I noticed with the obdii c&c gauge that my 12 volt battery is reading 13.6 volts quite a lot, and there is a very frequent 0.0 - 0.1 background load on the ima battery. Is this a sign that my 12 volt battery is going? With the headlights off the battery is somewhereon the 12 volt range and I don't notice the 12 volt battery showing 13 volts, or the ima current draw.
Is this normal?

That is normal..........With a heavy load on the 12V battery, lights etc.

With the headlights off I was ably to keep the ima battery charged, and it would never get below 70% charged on my drive to/from work. Now that I have the use the headlights On the way to work the ima can get as low as 68% on the way to work, and home without the headlights I can get it back to 72% charged. I am concerned that when it gets dark enough to require the headlights for both ways I won't be able to keep the ima fully charged and will end up with some background charging going on.

I balanced my IMA battery a week ago and ever since it rarely shows voltages in the low 12s, now it is almost always showing 13.8 to 14.0, which rarely happened before. Even when it is showing high 13s it does not seem to be stealing charge from the IMA battery. Very odd. I balance the IMA battery about every 6 weeks or so and have not seen this behavior before. After balancing I pulled the battery negetive connection to reset the IMA module. Since I got the OBDII C&C gauge in Jan/Feb the 12 volt battery has indicated voltages in the low 12s and now all of the sudden is showing high 13s.
When I balanced the battery I left the key turned to the on position, and had a 12 volt battery charger running as well.
Any thoughts as to what might be going on?
Also, the MIL light has come on briefly a few times, then goes out, but I can't see a code on the OBDII C&C gauge. When I started the car this morning the MIL light flashed a few times as well, but no code.....When I push the OBDIIC&C button up (I think or down?) the screen goes blank for a second, then back to normal. I believe this means that there are no codes stored, correct?
Over the weekend I checked the oil, radiator level, brake fluid, washer levels, and made sure the gas cap was tight. The only level I have not yet checked was the CVT level, I did not have time to look into the proper procedure (i.e. running, neutral or park, etc).
Does the 2001 have an oil change reminder that triggers the MIL? I had the oil changed (synthetic) about three months ago, freebe by the Ford dealer that sold the used Insight to me.

The MIL will come on and off on its own when the designated service interval is close. (around 500 miles I think) When it comes on and stays on then it is at the designated mileage.

What Willie is describing is the "Maintenance Required" light. The MIL is the "malfunction indicator light" which illuminates when a diagnostic trouble code has been set. Which is it in your case?

I just dug out the owners manual I have (for a 2006 even though I have a 2001). The light is the maintenance required light, not the malfunction light. I assume the malfunction indicator is what eveeryone calls the check engine light, it is the light that lights up the image of an engine.....
Anyways the car has 31,9xx miles on it and I have no clue if it is indicating I need to do something at 32k miles, or is x miles past an oil change, etc. I am guessing I only have around 5 or 6k miles since the last oil change. The oil was changed around 19k miles, and then around 26k miles. Is there any way to figure out what maintenance it is calling for?

Nope, the requirements for what has to be done at specific miles of service is in the owners manual.
