Interesting, I've never noticed this. Does seem like a pretty odd decision.

the trip meter display rolls over, but it still seems to keep the mileage in memory as it is still averaging the mpg.

It really makes no sense from a design standpoint on Honda's part. It's a VERY simple line of code, no physical changes in the display, minimal (infinitesimal) memory required to store 9999 vs 1999.

It's not a memory thing, it's them being too cheap to spend the 10 yen per car on an LCD screen that can read more than 1999! Having two less electroluminescent traces saved them probably the grand total of a sushi dinner over the whole production run of the Insight.

Maybe they though you should not take a trip over 2,000 miles.
