If the EGR value is dirty,sticking, (or simply gone altogether), would this affect it at low engine temperatures too? Also, the things you are mentioning, are these things a regular mechanic could check into? I feel like the service departments of Honda dealers tend to charge a lot to do anything. When they quoted me $5,000+ for a new hybrid battery (I did much better with Eli in Portland), I got gun shy pretty fast. Juneau is more expensive than down south too. I've made an appointment to take the car in a couple weeks from now, but it would be nice not to have to.

My Egr problem did manifest only when the engine had reached its operating temperature, before that the computer is keeping the fuel mixture rich.

EGR plate cleaning can be done at home , 30 min to 1 hr - there are very helpful threads here of how it is done .
