I wonder does this apply to all 2010 Insight.. my weather strip started to come off when I was washing my car one time...

Eventually you will get the letter. Your dealer can also correct it before the letter arrives because everything is routed by the VIN number. Have them check for the recall, it's in their computer.

Pretty much. The strip initially was manufactured a tad bit short. All you have to do is unhook it on both ends, apply a dab of silicone; then reconnect it. It takes 10 minutes; tops. The first time mine came loose was the last time.

Glueing might be all they do if they are intact. The letter says repair or replace.

Manufacturers get contact information through VIN records at state DMVs.
In many (most?) states they and law enforcement are they only ones who can access records. Here in California, you have two weeks to submit a change of address to the DMV. (you do not have to replace your present license) They will update the change of address to all the vehicles registered in your name as well.

For anyone who has the issue, did not get the letter and wants to bother to have the dealer address it, the Service bulletin number is at the bottom of the letter,

I have had many items on several Hondas repaired just by having the service bulletin number. It helps to be able to leave the vehicle with them. Service managers will do this stuff (at the lower rate Honda pays) rather that have guys stanging around. (thus the "plan on leaving your Honda") While it may not be worth it to leave it all day for this, repairing the steering wheel volume controls on my other Honda was worth it.
Having service bulletins posted on boards like this has changed my vehicle owning experience.
