Default Paint problem, please give ideas.

Hey, im including a picture with the pain damage on the back, please give ideas, I been to two body shops so far and they said that they have to take the back bumper off and repaint it to fix.... 400-475$$$. What should I do? can i fix it my self? any videos out there or guides? Should I put something over it to make it look good?

I don't think anybody replied because the photo you took is horrible.
But either you pay the price or try polishing it out.
