Default Smudges under speedometer window?

My car was in a body shop getting a door shell replaced for around 4 days. When I got it back, there were smudges on the speedometer window. I went to wipe them off, only to find that they were actually UNDERNEATH the window!

I have no idea how this could have happened, but I'm guessing that they had it parked outside and moisture got inside of the window (it was rainy).
Have any of you had this problem, and is it a warranty fix?

You broke my neck trying to look at that image and are you driving at on coming traffic!! It's hard to see the dash but if moisture got under there I could only guess some idiot that worked on your car left the door/window open over night... It would be hard to get under there but give it a couple days and it should go away...

Sorry about that, it switched the orientation for some reason!

It's actually been 3 months since I got the car back and it hasn't changed :/

At closer look could that plastic be punctured... Don't know really... Might not be water... You might be able to get that piece at a honda dealer...

Do you think it would be hard to install? I'd imagine it would SUCK taking out the dash
