Default Negative Hybrid Tax Credit

News from the General Assembly, Raleigh, NC: The Senate Budget (proposed) would require North Carolina drivers to pay an extra $100 to register their plug-in vehicles and an additional $50 for hybrids. This is to make up for avoiding paying fuel taxes that pay for highway upkeep.

It is speculated by some that non-smokers will also be assessed for the tobacco taxes they are avoiding paying.

VA has something similar, I think its a yearly fee of 60 dollars. I wonder if I can throw the IMA switch and go somewhere to show them I am not using the hybrid system therefore shouldnt be taxed?

I agree it doesnt make sense considering the demand still for fuel if they argue hybrid owners are not buying enough fuel to fund road projects.
