...this gives a total boost to efficiency of 8%, meaning a 107mpg figure at a steady 45mph.
So not really better than an insight in real world conditions...? IIRC my car holds about 95-100 mpg at 45 mph. It Seems like they could do better than that with the tiny frontal area on that thing if the criteria is 45 mph steady state on a flat road.

I was comparing it to the Elio, which has bigger engine.

Assuming the Elio ever actually hits production, if it's actually good for the claimed efficiency numbers then it could probably hit 107 MPG at those speeds. Modern highway ratings are supposed to be for around 70MPH. I would expect efficiency to be substantially better at 45MPH.

Then again, the Elio is pretending to be a motorcycle so the fuel rating wouldn't be on the same cycle, so there's probably room for fibbing.

I'm really starting to wonder if the Elio is going to end up being the Moller SkyCar of the 2010s. Somehow production is always just around the corner...
