Default Headlight aim adjustment screw

If someone turns the vertical headlight aim adjustment screw too much, does the vertical adjustment stop or does it "reset" and go back to the lowest setting?

Here is my situation: I've turned the adjustment screw at least one full turn (clockwise), if not more, but the headlight beam has only moved up a little bit. It feels like I'm not getting much headlight movement with each additional turn of the screw.

depending on which direction it's being turned the adjustment does not reset; one way will go forever, the other way gets obstructed by internal parts. The end adjustment mechanism is a screw that is attached to the internal headlight assembly which holds the bulb. The top adjustment cog turns a smaller one that turns the screw, so one full turn is a very fine adjustment.
