I think they tried passing this 3 or 4 times before, but it finally got signed in to law.

I disagree with HOV lanes. In Northern Virgina the HOV lane is empty while the other three lanes are crawling like snails.

If they just opened the HOV, to everybody, then there would be no crawling. (And no gas wasted in stop-n-go.)

Hah, it gets better. Years ago they had what became known as the "alternative fuel fiasco" where they were giving huge tax credits for dual fuel vehicles, there was no stipulation for time or miles that must be driven on alternative fuel so they were giving about 50% tax credits to buy a Escalade so long as it had a cng or propane tank. Needless to say there were a lot of vehicles with 1 gal alt fuel tanks on them. Also they got the full alternative fuel license plates to use the HOV lanes. There are about 10,000 of these registered in the state, and technically under the federal legislation they aren't allowed solo in the HOV lanes so as part of this program they're making them all get regular plates again. So really they're just swapping trucks which are probably burning gasoline anyways for hybrids in the HOV lane. It's an even exchange straight across, 10,000 dual fuels out 10,000 hybrids in. Dedicated alt fuel cars like a Civic GX or my Electric Saturn conversion keep the current alternative fuel plates.
