My rear windshield wiper on my 2010 honda insight will move from its vertical position downward, then stop, and then swing past downwards off the rear hatch back, is this a relay problem, or a wiper motor problem?

I'm pretty sure us G3 owners are not able to help with this. We have no rear wiper!

I would guess the wiper arm is loose. It goes down. When it tries to go up it slips. When it tried to go down again the wiper goes off the back.

Anyway, remove the arm and look to see it the teeth are striped. They are soft metal and you should replace the arm. You won't be able to set it tight enough to work properly for long.

With the arm off, observe the function of the motor to make sure it is ok back and forth.
