I don't know your skill level, so either course has some risk. It isn't unknown to buy a bad used motor. You could cut much of the motor change risk by buying from someone who will honestly tell you that the motor has been compression tested and has a know history. klr3cyl down in Covina comes to mind.

If you do a cylinder head right, you should hand it over to a professional machinist to do a cleanup cut, and if high mileage, might need to buy valves and valve guides - so some expense. If you are talking a head with a cam bearing failure, all examples so far have been irrecoverable.
