My Insight mileage has dropped to 35mpg. I know it needs major tune up will that help and is it wort it

You are stuck in cold weather in a cold part of country. MPG might not be so bad. Compare to last winter.

Winter blend of fuel is also out there now. Another factor to consider.

Also: tire pressures. If one lives in a place that gets very cold, the tire pressures will drop a lot when it gets cold.
Check cold in the morning if possible, before driving. If not possible, check as close to home as possible. If that isn't possible, you will need a compressor at home. In all cases you need a quality gauge.
