Ever since I started having to use the A/C here in Washington, DC my average MPG (in stop & go city driving, 5spd) has dropped from mid to high 50's to the mid 40's and sometimes lower. I have lost an average of about 10 MPG because of the A/C, even with Econ on. Is this about the size of the MPG hit that others have experienced once the summer starts? This is my first summer with the Insight.

My mpg drops about 3 mpg w/ a/c on [70 mpg -> 67 mpg]. However, my commute is predominantly highway driving and Sacramento heat is much dryer than DC heat.

Shifting 1st , 2nd -> 5th

Try shifting 1st , 2nd -> 5th. You'll get better gas mileage w/ or w/o ac econ on. Of course, you won't be able to zip around.
