2000 Insight with Manual Transmission and A/C

Some previous owner/mechanic must have ripped out the fasteners holding the original front aero covers on and have left open holes where they used to be. I'll never understand why people do things like this to their own or someone else's car.

What are my options to fitting one of Scott's aluminum pans on with the holes no longer serving their function?

Install an aluminum bar or angle stock attached to the remaining material. Fabricate new holes and the area around them to accept the same U-type fastener clips that were there originally. Perhaps visit the auto parts store first, in the fastener section, and select the clips you need bringing your fastener screws along (or buy those too). Then use the clips at Home Depot to determine the thickness of the angle stock onto which the clips will slide.
