I was able to purchase keys on ebay and get them cut and programmed by a locksmith . I purchased some keys with the keyless entry New Uncut Honda Ignition Key Keyless Entry Remote Transmitter Fob Mlbhlik 1T | eBay
and some keys that do not have keyless entry but they had chip#46 in them which the locksmith was able to program the car to identify so the key starts the car. 3pcs Lot 3 Transponder Key Blank Fit for Honda Accord Element Ridgeline Chip 46 | eBay These worked on a 2010 Insight LX. The locksmith I used is near Milwaukee, in Waukesha of Wisconsin. His website is American Locksmithing LLC He programmed all five keys for $100 and charged $20 per key for cutting. Normally it is $55 per key for programming but I asked for a discount and he said he could program them all for $100 but would not discount the $20 per key for cutting.

Pretty good discount per key, I got mine cut and programed at Lowe's for $30 bucks.

EDIT: Ah sorry, didn't see it was Gen2, yes mine is a Gen1.

I have purchased keys at the dealer and programming for the immobilizer is included. They do it at the parts counter and just clone an original. If you loose all keys then it requires a trip into service to connect to and reprogram the computer.

The keyless entry programming is really easy. A simple Google search will give you all the instructions. One has to have all the keys/fobs when doing it as it's possible, like programming a automatic garage door opener, for the process to drop an existing one.
