I'm driving down from Oregon for the Danville meet-up. My Insight was once a California car and has the hybrid stickers on it. It is now registered in Oregon but is still a high-mileage hybrid. Can I drive in that special lane in CA?

No thee stickers on the Insights expired over 10 years ago.

To answer your question, yes you can. You can drive in that special lane in CA.

However, you would be ticketed when caught. And you just might be caught. Do LEOs even pay attention anymore? It's a gamble you might not want to take...

I did that once, but she passed some gas, and disappeared.

The stickers have long expired. With a passenger you can use the HOV wherever 2+ persons are a carpool. On some roads a carpool is 3+. Check the signs. Also watch out for roads requiring transponders. Without a transponder on those roads, they will mail you your ticket.
